
The Philippine government, currently managed by the Department of Migrant Workers (DMW), uses the POEA Online Exit Certificate (OEC) (Balik Manggagawa) as a digital service system to issue official exit permit certificates to Filipino migrant workers (OFWs) on vacation in their hometowns or returning to work abroad. This OEC document is crucial as it serves as proof of the worker’s legal status and eligibility for immigration clearance.
So, you must first obtain your OEC online if you are an OFW and plan to work abroad again. Unlike before, obtaining an OEC now doesn’t require going directly to the POEA office and waiting in line all day. What is BM Online?
BM Online is the Philippine government’s official digital platform used by migrant workers (OFWs) to independently process their overseas work permits online. This system was created to cut bureaucracy, eliminating the need for workers on vacation in the Philippines to queue all day at government offices just to obtain their Overseas Employment Certificate (OEC). Through this online system, workers returning to the same employer can even obtain a permit exemption letter instantly and free of charge.
Why Need to Register For Balik Manggagawa?
Because OFWs exempted from the requirement to obtain an OEC must use the Balik Manggagawa online processing system each time they return to the Philippines, the POEA determines whether an OFW is exempt from the requirement to obtain an OEC using personal data.
Then, The following are the requirements for OFWs to obtain an OEC:
- Employment contract
- Balik Manggagawa information sheet
- Work visa, work permit, or other valid related document
- Passport with a minimum validity of 6 months from the date of departure
How to Register for BM Online
The first step to obtaining an OEC is to activate your BM Online account. If you don’t already have one, you can register first through the Balik Manggagawa online processing system. Afterward, you can schedule an appointment with the POEA, obtain an OEC, or obtain an exemption.
- Visit the BM Online website at www.bmonline.ph.
- Next, fill out the OEC online registration form on the right side of the page, under the heading “New User?”
Double-check that your information is correct, as it cannot be edited or changed afterward.
Then, check the box next to “I ACCEPT THE TERMS AND CONDITIONS OF SERVICE.” In the pop-up message, click “ACCEPT” to accept the terms and conditions of service. Complete the captcha (“I am not a robot”) and click “Register.”
- Open your email for the message from POEA and click the confirmation link.
- And, Congratulations! Your BMOnline account has been activated.
How to Set Your OEC Appointment via BM Online
- Go to the BM Online website and log in to your account using the email and password you used during registration.
- Upon logging in, you will see a popup with the title “OEC Number Verification.” Since you don’t have an OEC number yet, you will need to set an OEC appointment. Click the link that says “CLICK HERE to set an appointment.”
- Now it’s time to complete your profile. Fill in each section and click “Save Changes” when finished. If you want to make changes, click “Edit.”
- Next, click the gray photo and click “Change Photo.” A pop-up message will appear. Click “Upload Photo.” You can either upload a photo from your computer or mobile device. Once uploaded, crop the image and click “Done.
- Click the green button that says “ACQUIRE OEC OR EXEMPTION” on the right side of the page. Then, enter your expected flight schedule and click “Submit.”
- Select your desired appointment date and click on the time slot you wish to claim. Your Balik Manggagawa information sheet will then appear in a new browser window. Click “PRINT APPOINTMENT” to print this sheet. Bring this information sheet to the POEA office on the day and time of your appointment.
- You can view your appointment by clicking “My Transactions” and then “Appointments.” There, you can view your appointment status and print your Balik Manggagawa information sheet.
How to Get Your OEC via BM Online
- Log in to your Balik Manggagawa Online account.
- A pop-up window will appear to verify your OEC number. Enter the last OEC number you received and click “Submit.”
- If your data is found, a confirmation message will appear. Click “Yes” to confirm your registered employer and employment information. Click “No” if you will be working for a new employer.
- Update your profile, if necessary. Click “Save Changes” when finished. Click “Edit” to make any changes or corrections.
- Click “Next Step” on the right side of the page. Enter your expected flight schedule, which must be within 60 days of the OEC issuance. Click “Submit.”
- A confirmation pop-up window will appear with the message “Are you returning to the same employer or workplace?”. Click “Yes.”
- In the next pop-up window, click “Get OEC.”
- You will be redirected to the payment page. Select a payment option. Then, click on your preferred payment method (such as online banking) and select your bank or payment center from the drop-down box. Click “Select” and then “Send Instructions via Email” to have the payment instructions sent to your email. You can also view the payment instructions online. Copy or note the reference number and account number you will use when paying.
- If your payment is successful, return to the BM Online website and log in to your account. Click “My Transactions” on the left side of the page and click “PRINT OEC.”
- Click “PRINT RECEIPT” to print your OEC.
How to Get an OEC Exemption
- Log in to your Balik Manggawa Online account.
- In the OEC Number Verification pop-up window, enter the OEC number you last received. Then, click “SUBMIT” if your data is found. A confirmation pop-up window will appear. Click “Yes” to confirm information about your company and workplace. If necessary, update your personal data, contract details, and legal beneficiaries.
- Once you’re finished, click “Save Changes.” On the right side of the page, click “Next Step” to change your profile photo.
- Enter your expected flight schedule, which must be within 60 days. Click “Submit,” then click “Yes.” If you qualify for an OEC exemption, a confirmation pop-up window will appear. Note your OEC exemption number and the airport pre-departure instructions.
